Short answer: no. On an Indian domestic flight you get one cabin bag, plus one small personal item such as a purse or a laptop in a slim bag. A second cabin-size bag, like another trolley or a large backpack, counts as a second piece of hand baggage and is not allowed in the cabin.
The one-bag rule. Air India's cabin baggage page says passengers may carry only one piece of hand baggage, and points to Indian government security regulations, naming the BCAS "One Hand Baggage Rule" circular of 24 February 2000. This is a security rule, not an airline choice, so it applies across airlines at Indian airports.
What the airlines publish. IndiGo allows one handbag up to 7 kg and 115 cm (length + width + height), plus one personal article such as a ladies' purse or a small bag containing a laptop, not over 3 kg. Air India allows one cabin bag and one personal item such as a handbag, small waist pouch or a laptop in a bag, up to 3 kg and within 40 x 30 x 20 cm; if the extra item is bigger, it counts as part of your cabin baggage and you must check in one of the two. Akasa Air allows one handbag up to 7 kg and 115 cm, plus one personal item of 3 kg or less that fits under the seat in front, with final acceptance subject to security screening.
What this means for two bags.
- A cabin trolley plus a small purse or slim laptop bag is fine on all three airlines.
- A cabin trolley plus a second trolley, or a large stuffed backpack, is two pieces of hand baggage. Expect to be stopped at security or the gate and sent back to check one in.
- Being sent back costs time, and gate check-in of an extra bag can cost money, so decide before you leave home.
Easy fixes.
- Combine everything into one cabin bag within 7 kg and the size limit, and keep your small personal item separate.
- Check in the second bag. Published domestic check-in allowances start at 15 kg on airlines such as IndiGo and Akasa Air, so a second bag usually fits in the hold within the free allowance.
- Weigh your cabin bag at home. Air India notes that a cabin bag over the free allowance attracts excess hand baggage charges, and one over 12 kg must be checked in.
At the airport. The piece count is enforced at the security x-ray and again at the gate. If you are unsure whether your second bag is small enough to be a personal item, assume it is not and plan to check it in.
