Do not assume a terminal change stays outside immigration
For an Indian traveller changing terminals at Manila, this guide cannot confirm a universal route that avoids Philippine immigration. A terminal number, through-ticket or shuttle description is not enough to establish that permission. Get the actual transfer process from the operating airlines before choosing the connection.
Give the airline the whole booking
Send both flight numbers and local travel dates, operating airlines, ticket arrangement, arrival and departure terminals, baggage plan and Indian passport nationality. Say whether the next flight is international or domestic. Ask whether the airline can accept the journey and provide the transfer, rather than asking only whether there is a bus.
Ask the question that changes the plan
Our suggested wording: “For these exact flights, will I remain in an approved international transit route throughout, or must I enter the Philippines? Who escorts or transfers me, where does that service start, and what documents must I have?” Ask whether this still applies if the onward pass is missing, bags must be collected, a flight is delayed or the next departure moves to another terminal. Current route eligibility remains unconfirmed until the airline answers for the booking.
Separate the bus from entry permission
Ask whether the proposed vehicle is part of an airline-controlled transit process or a public-side terminal transfer. A shuttle being available does not establish permission to use it without entry clearance. If the process requires entry, confirm the applicable Philippine entry requirements with the responsible authorities and airline before departure. Do not assume either that every Indian traveller needs a visa or that every Indian traveller qualifies for visa-free entry. This article makes neither determination.
Resolve the bag and boarding pass separately
Ask where the bag is tagged, whether it must be collected, and who accepts it for the next flight. Get a separate answer about where the onward pass is issued and which desk can access the booking. No checked bag removes one handling question; it does not establish an immigration exemption. If the planned transfer cannot be confirmed, choose a different itinerary or seek a confirmed alternative before relying on it.
For parents, add a named assistance handover
Describe walking, steps, standing and mobility-aid needs. Ask who meets the arriving flight, stays with the traveller during required checks, moves the bags, and hands over to the departing airline. Confirm accessible boarding for the actual transfer vehicle if one is proposed. A wheelchair request on one flight is not proof of a complete terminal-to-terminal handover.
If the arrival is late or the desk cannot help
Stay at an appropriate staffed point and ask the operating airline for an escalation, the permitted next route and the next hard deadline. Contact the onward or ticketing airline about acceptance and change options before paying for transport or leaving a controlled area. Keep the revised plan, owner and cost clear. A published minimum time is not a guarantee for a separate-ticket journey.
What the official sources do and do not establish
Reviewed 4 November 2026. PAL’s current connecting-flights page distinguishes same-terminal international connections from domestic and other-airline transfers, but its operational instructions have no visible dated policy version in the text reviewed. Its older downloadable transfer guide depicts international operations in Terminal 2, while later PAL material places international operations in Terminal 1. Do not use that old diagram as a current route map. The Bureau of Immigration’s 2026 First Edition citizen charter describes arrival and departure formalities for foreign passport holders at NAIA; it does not establish a blanket inter-terminal transit exemption. Current transfer permission, terminal assignment, entry eligibility, desk availability and fees remain unconfirmed here.
The TripKeeper planning note
Keep one private connection note: both flights and dates, confirmed terminals, entry or transit answer, responsible transfer team, bag handoff, pass-issuance point, assistance contact and next deadline. The useful answer is who will handle this traveller on this booking, not a generic promise that “Manila transit is easy.”
