First: you do not land in Cebu City
Mactan-Cebu International Airport (CEB) is on Mactan island, in Lapu-Lapu City - about 15km from central Cebu City across the bridges. The crossing is the variable: a smooth run takes 35-50 minutes, but bridge and city traffic routinely stretch it to 45-90. Terminal 1 handles domestic flights, Terminal 2 international - check yours before planning where anyone should pick you up. If you are staying at a Mactan beach resort instead, you are only 10-20 minutes from the terminal and most of this guide does not apply.
Your three real options
- Grab - the practical default: the airport's own ride-hailing guidance lists pickup at Arrival Bays A-D. Grab's current estimate for the run to Cebu City is about 15km, 35-50 minutes and P300-500, with the usual caveats about demand and surge. Connect to data after baggage claim, book, and follow the app to your assigned bay - the live pin beats any old screenshot.
- Official taxi queue - when the app fails: useful if your data is dead or Grab supply is thin. One check matters more than any other: regular Philippine taxis run on a meter (LTFRB rates: P50 flag-down, P13.50/km, P2/minute), but airport taxi services are formally excluded from that rule - so before loading bags, ask the dispatcher whether your car is metered or fixed-price, and take the queue slip or receipt.
- MyBus - the budget play, with one big asterisk: the airport's published schedule runs every 20 minutes, 7am-10pm, at a P25 regular fare (P20 for students, seniors and PWD). The asterisk: its city endpoint is SM City Cebu - not Ayala, not IT Park, not downtown or the ferry piers. If your hotel is not near SM City, add a second ride (and a luggage handoff) to the price comparison. Some third-party guides still quote P30-50 - treat P25 as the baseline and confirm the fare and next departure at the booth.
What to check before you land
- Your terminal: T1 is domestic, T2 international - pickups and bays differ, and airline assignments can change.
- Your data: Grab is the default and it needs working internet. Sort an eSIM or roaming before the baggage belt, not after.
- Your real destination: Cebu City is a sprawl of distinct districts. SM City/North Reclamation suits MyBus; Ayala/Business Park, IT Park/Lahug, Fuente/Capitol and the downtown pier area are each better served by one door-to-door car than a bus plus a second ride.
- Cash in small notes: buses, taxis and tips run on pesos - the ATM inside arrivals beats the curb outside.
- Late arrivals: MyBus stops at 10pm and Grab supply thins overnight - after a late landing, the official taxi queue or a prebooked transfer is the reliable door-to-door.
For families and seniors
Two adults with checked bags will usually find one Grab or taxi cheaper in time and friction than MyBus plus a second ride. Families should compare one prebooked van against two cars, and confirm child seats in advance - never assume one appears. Travellers with reduced mobility should request vehicle entry height, wheelchair storage and assistance from arrivals ahead of time; the airport is modern and navigable, but the vehicle is the deciding factor.
The 60-second version
Daytime, light bags, hotel near SM City: MyBus, P25, every 20 minutes. Everyone else, most of the time: Grab from Arrival Bays A-D, about P300-500. Data dead or past 10pm: the official taxi queue - just settle meter versus fixed fare before the bags go in. That is the whole decision.
