India visa and entry for UAE residents: why your passport, not your Emirates ID, decides the rule

There is no single India entry rule for "UAE residents". Indian rules follow your passport: e-Visa fees for UAE nationals, the limited visa-on-arrival, and the 72-hour e-Arrival Card, checked 31 October 2026.

Official pages checked 31 October 2026. Search for "India visa for UAE residents" and you will find confident single answers. Most are wrong for at least some readers, because there is no single rule. Indian entry requirements follow the passport you carry. A UAE residence visa or Emirates ID does not change which Indian visa you need.

Why there is no single rule for UAE residents

The UAE is home to millions of residents who live there on residence visas while holding another country's passport. When India decides what you need before you fly, it looks at your nationality, not your address. Two colleagues leaving Dubai on the same flight can face completely different requirements because one holds a UAE passport and the other does not.

So read this page in two passes. First find the section for your passport. Then read the arrival section, which applies to almost everyone.

If you hold a UAE passport

e-Visa. UAE nationals are on India's e-Visa scheme. The official e-Tourist fee sheet, checked today, lists for the United Arab Emirates: US$25 for a 30-day visa (US$10 for travel between April and June), US$40 for a one-year visa and US$200 for a five-year visa, with a bank charge on top. Apply only through the official portal and allow the stated processing time; the e-Visa pages ask you to wait for the granted ETA before travelling.

Visa on arrival, with a condition. The official visa-on-arrival page limits the facility for UAE nationals to those who have earlier obtained an e-Visa or a regular/paper visa for India. If this is your first India trip, the same page advises you to apply for an e-Visa or regular visa in advance instead. Where it applies, visa on arrival is available only at six airports: Bangalore, Chennai, Delhi, Hyderabad, Kolkata and Mumbai. The fee is Rs 2,000 or equivalent per passenger, including children, and the officer may grant a double-entry visa valid up to 60 days. You will fill an Annexure I application form, downloadable in advance or available on board.

One exclusion to know. The visa-on-arrival facility is not available to anyone who, or whose parents or grandparents, were born in or were permanent residents of Pakistan. The official page says such travellers can visit only on an appropriate visa from the Indian mission.

If you live in the UAE on another passport

Your passport's nationality decides everything. Visa on arrival is for nationals of Japan, South Korea and the UAE only, so a Dubai resident holding any other passport cannot use it. Most nationalities then look to the e-Visa: check the official eligibility list and fee sheet for your own country, because eligibility and fees differ by nationality. If your nationality is not on the e-Visa list, the application goes through the Indian mission, and the official pages are the place to confirm the current process for your passport.

Do not let a travel agent or a WhatsApp forward tell you that "UAE residents" get anything as a group. They do not. A residence visa is not a nationality.

The e-Arrival Card within 72 hours

The Bureau of Immigration instructs foreigners and OCI card holders to complete and submit the e-Arrival Card online within 72 hours before arrival in India. The official channels listed are boi.gov.in, indianvisaonline.gov.in and the "Indian Visa Su-Swagatam" mobile app. This is separate from your visa: having a visa does not replace the card, and the card is not a visa.

One discrepancy to be aware of: the UAE Ministry of Foreign Affairs India travel page still instructs Emirati travellers on a health declaration form. That is the UAE government's own guidance for its citizens and does not match the newer Indian e-Arrival Card instruction. We are deliberately not merging the two. If you hold a UAE passport, read both: the Indian authorities' pages for what India requires, and your own foreign ministry's page for what it asks of you.

What this guide deliberately does not claim

We do not say India entry is visa-free or automatic for anyone living in the UAE, we do not treat a residence permit as a travel document, and we do not quote processing times or fees from unofficial visa agencies. Fees and rules on official pages change; re-check the live pages linked below before you pay or fly.

Questions on this article

asked by readers, answered by us

I live in Dubai but hold another country's passport. Can I get a visa on arrival in India?

No. The official visa-on-arrival page limits the facility to nationals of Japan, South Korea and the UAE, and a UAE residence visa does not change that. Check the official e-Visa eligibility list for your own nationality; if it is not listed, the application goes through the Indian mission.

I am a UAE national visiting India for the first time. Can I use visa on arrival?

The official page advises first-time UAE nationals to apply for an e-Visa or a regular/paper visa in advance. Visa on arrival applies only to UAE nationals who had earlier obtained an e-Visa or regular/paper visa for India, and only at six airports: Bangalore, Chennai, Delhi, Hyderabad, Kolkata and Mumbai.

Do UAE residents have to fill in the e-Arrival Card?

The Bureau of Immigration instructs foreigners and OCI card holders to submit the e-Arrival Card online within 72 hours before arrival in India, at boi.gov.in, indianvisaonline.gov.in or the Indian Visa Su-Swagatam app. It is separate from your visa and does not replace one.

How much is the India e-Tourist visa for UAE nationals?

Per the official fee sheet checked 31 October 2026: US$25 for 30 days (US$10 for April-June travel), US$40 for one year and US$200 for five years, plus a bank charge. Re-check the live official page before paying.
