Where you live in the UAE matters when applying for a Japan visa. Start with your passport and purpose of travel, then choose the Japanese mission responsible for your residence. An eVISA is electronic permission, not proof that the whole application can be completed online by yourself.
First check whether a visa is required
The Japanese Consulate-General in Dubai directs ordinary-passport travellers to check nationality-based short-stay exemptions first. Do not assume every UAE resident needs the same visa, or that UAE residence gives the same exemption as UAE citizenship.
This guide concerns tourism. Visiting relatives or friends, business, work and study can require different categories. The Dubai tourism checklist expressly says that visiting relatives/acquaintances and short-term business do not belong in its tourism category.
Match your residence to the responsible mission
For UAE residence, the consulate's jurisdiction covers Dubai, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. It directs residents of Abu Dhabi, including Al Ain, to the Japanese Embassy in Abu Dhabi.
The mission's page also describes other cases within its remit. Do not use this short UAE-residence summary as a rule for applicants living elsewhere. Follow the mission responsible for your actual residence rather than choosing a centre because an appointment seems easier to find.
Follow the current VFS route
The Dubai consulate says VFS Global facilitates its visa applications. It no longer accepts ordinary applications directly; diplomatic and official applications are exceptions to that notice. Use the consulate's link to VFS and select the category matching your trip.
For the Dubai single-entry tourist eVISA route, VFS says applicants book an appointment and submit physically at the Japan Visa Application Centre, either in person or through an authorised representative. The visa being electronic does not make this a self-service online-only application.
Do not assume every applicant can select any visa format. Check the current category and checklist for your nationality, purpose and circumstances. The authority decides the visa issued and permission granted.
Build the file from the local checklist
The linked Dubai tourism checklist includes the application form, photograph, passport, UAE residence evidence and Emirates ID, flight information, accommodation details, daily itinerary, and employment or financial evidence. Dependants and other circumstances can require additional documents.
Use the full current checklist, not this summary as a complete submission list. Match names and passport details across the documents. Check validity requirements against the return date and confirm any unclear item with VFS before submission.
The checklist accepts provisional or confirmed flight evidence among its examples. A paid non-refundable ticket is not a way to guarantee a visa. This guide quotes no fee, appointment availability, application window or processing duration.
Prepare to display an issued eVISA
VFS says the traveller must have a smartphone or tablet and an internet connection to display the Visa Issuance Notice. If an eVISA is issued, practise opening the notice before airport day and read the current display instructions. An electronic visa does not remove the need to prepare the device and connection.
For a parent or another traveller, check that person's passport, residence, category and documents individually. Keep the itinerary and accommodation contacts easy to find. Visa approval is not a promise that every entry or travel condition has been met.
