Renting a car in Japan: check the Indian IDP, then the driving dates

Check India’s IDP issuing route, Japan’s 1949 Geneva format, overlapping validity dates and Times CAR RENTAL’s landing evidence before reserving a car.

Before reserving a rental car in Japan, check the driving document, not just the car price. Japan recognises an International Driving Permit that meets the 1949 Geneva Convention requirements. A document sold online as an “international licence” is not enough simply because its title sounds right. The issuing authority, convention format, permitted vehicle category and dates all matter.

For an Indian traveller, separate three jobs: obtaining the proper Indian-issued permit, meeting Japan’s driving rules, and meeting the chosen rental company’s conditions. Completing one does not guarantee the other two. This guide uses official Indian and Japanese guidance plus Times CAR RENTAL’s own document policy, checked on 29 October 2026. It is not confirmation that a particular driver, permit or booking has been accepted.

1. Start with the proper Indian issuing route

India’s mParivahan guidance says residents of India holding a valid Indian driving licence can apply for an International Driving Permit. It describes applying through the RTO with jurisdiction or Form 4A, specifying the countries to be visited and duration. Listed requirements include the valid licence and copies, passport, visa where applicable, air-ticket copies for verification, and prescribed fees and user charges.

Use the issuing authority’s actual process for your case. Do not treat this list as a promise of online availability, a fixed processing time or approval before departure. This article has not submitted an application or checked your RTO appointment slots. Allow time to correct a document problem before a rental reservation depends on it.

2. Check what the issued permit actually allows

India’s published Form 6A describes an International Driving Permit with a maximum validity of one year or until the domestic driving licence expires, whichever is earlier. Read the dates on the document you receive. Do not assume a full new year of driving abroad if the underlying licence has a nearer expiry.

The form also has vehicle categories and restrictive conditions. Check the category against the intended vehicle, rather than assuming a car permit covers every motorcycle, van or large passenger vehicle. A translation or attractive plastic card from an unrelated seller does not establish that the competent authority issued the required permit. Keep the original domestic licence valid and check the rental company’s complete document list.

3. Japan requires the 1949 Geneva Convention form

Japan’s National Police Agency lists an IDP pursuant to the 1949 Geneva Convention as one route to drive in Japan. It warns that permits from a non-contracting country, or permits not issued in the prescribed convention form, do not qualify. Tokyo police similarly distinguish the accepted 1949 format from permits under other conventions.

Do not infer acceptance merely because the issuing country participates in an international convention. The permit itself must be the right form. If its format, authenticity or category is unclear, resolve that with the issuing authority and rental company before paying. No licence image, third-party seller’s claim or this article is a substitute for checking the real document.

4. Two clocks limit the driving period

The National Police Agency states that driving with the relevant foreign documents is limited to no more than one year after landing in Japan or the valid period of the permit or licence, whichever is shorter. It also states that an IDP’s validity is one year from issue. For an Indian permit, read its actual expiry as well, including the domestic-licence limit shown in Form 6A.

Do not read “one year after landing” as an extension of a permit that expires sooner. Equally, obtaining a new permit after arriving does not automatically restart the landing-based year. The NPA’s attached timeline shows the permitted overlap of those periods. We have not invented travel dates or worked a personal eligibility example here; compare your actual documents and landing record.

5. Residents and re-entry need a separate check

The NPA describes special rules for people registered in Japan’s Basic Resident Register who depart and re-enter. A short absence does not automatically make the return a new starting date for the driving period. Its diagrams distinguish non-registered visitors, registered residents and different re-entry situations.

If this is a return during residence in Japan rather than an ordinary first visitor arrival, do not apply a simple tourist checklist. Ask the relevant prefectural police or licensing authority about the actual dates and status. The rental company must also be satisfied. This article does not decide a borderline three-month absence or suggest leaving Japan to reset driving eligibility.

6. Check the rental company’s landing-evidence rule

Times CAR RENTAL’s page requires a passport and valid 1949-convention IDP for this route. It says that travellers using automated immigration gates should ask staff for an immigration stamp or landing-permission seal. Without that evidence, it says it cannot establish the entry or re-arrival date and cannot rent the car.

That is Times’ published requirement, not a claim that every rental company uses an identical process. Check your chosen company before travel and know what to request at arrival. A screenshot of a flight itinerary does not become an accepted substitute because it shows a plausible date. Do not wait until the pickup desk to discover the company cannot verify the required landing.

7. A different permit-issuing country can trigger checks

Times says that when the passport’s issuing country differs from the IDP’s issuing country, it checks evidence of residence in the permit-issuing country. Its examples include an identity card, driving licence or permanent-residence card. It may refuse rental if it cannot confirm that the driver obtained a valid permit from the proper authority.

Ask about the actual documents for that situation in advance. Do not use an overseas address or a seller’s assurance to skip an issuing-country check. The page also warns about forged permits. A booking confirmation does not prove the counter has already reviewed the originals or waived a document condition.

Keep legality, rental acceptance and insurance separate

A valid permit is not a guarantee of a particular vehicle, insurance payment or waiver of rental conditions. Check the chosen vehicle, driver requirements and contract before committing. This guide does not quote an insurance policy, approve a rental or claim that every Indian-issued IDP will be accepted. Keep the originals required by your company accessible for pickup and the documents required by law available when driving.

Questions on this article

asked by readers, answered by us

Does any international licence work in Japan?

No. Japan requires the qualifying 1949 Geneva Convention IDP format for this route. Check the actual issuer, document and vehicle category.

Does landing extend a permit that expires sooner?

No. NPA limits driving to the shorter of the landing-based year and the valid document period. Check the actual expiry and any residence or re-entry conditions.

Can automated-gate users ignore landing evidence?

Not under Times CAR RENTAL’s published policy. It asks users to request a stamp or landing-permission seal and says it cannot rent without proof of the entry or re-arrival date. Check your chosen company’s rules.
