Short answer: yes, N Seoul Tower is manageable for senior travellers - the hill, not the tower, is the only real obstacle, and there are three ways around it. Here is the visit mapped step by step for knees, walking sticks and wheelchairs.
Getting up Namsan without climbing it
Do not walk up Namsan: the paths are steep, stepped in places and have no vehicle access for taxis to the top. Instead, three senior-friendly routes. First, the Namsan Ormi - a free 140-metre outdoor elevator near Myeongdong Station exit 3 that lifts you to the cable car base (note the covered ramp from the station to the Ormi is steep in parts; a companion's arm helps). Second, the cable car itself: a 3-minute ride, step-free boarding, 15,000 won round trip / 12,000 one way for adults - and seniors with ID pay the child rate of 11,500 won round trip (official fare table). It runs 10:00-23:00. Third, the gentlest option: the low-floor Yellow circular bus 02 from Chungmuro Station, which winds up the switchback road and stops at the cable car's upper station - no slope at all.
At the top: what is flat and what is not
The plaza between the cable car's upper station and the tower entrance is paved, step-free and has benches and a kiosk - a good rest stop. The tower's main doors are at grade, and two high-speed lifts serve the T1 observation deck and the T2 restaurant level (observatory 29,000 won adult, 23,000 won for 65+; a disability rate plus one companion applies at the staffed window). Accessible toilets sit at the cable car upper station, the ground lobby and the T1 deck. The one thing to skip: the rooftop padlock terrace, the famous photo spot, is stairs-only - the T2 deck gives the same view without a single step. Manual wheelchairs are loaned free at the entrance, first-come first-served, with photo ID.
Timing and practical alternatives
Go at opening (10:00) or after 16:00; mid-afternoon brings tour groups and lift queues. Sunset is the calmest window and the best view. Allow 90 minutes for the tower, 2-3 hours with a meal - the step-free Hancook restaurant on T2 is the relaxed choice (the revolving N Grill needs weekend reservations). If the hill logistics still feel heavy, the honest alternatives with similar views and zero climbing: the Lotte World Tower Seoul Sky observatory (elevator straight from Jamsil Station) and the riverside decks of Yeouido's 63 Building. Pair the tower with a gentle Myeongdong afternoon as in our 3-day Seoul itinerary with parents; the airport transfer guide handles arrival day.
