For an international arrival at Narita (NRT) followed by a flight from Haneda (HND), ANA's Narita guide gives a specific route: complete immigration, collect checked baggage, leave through the general exit and travel to Haneda. It applies that instruction to both domestic and international onward flights from Haneda. This is an airport change, not a transfer within Narita. ANA: flight departing from Haneda.
Before travel: establish Japan entry and the onward flight
Japan's Foreign Ministry directs travellers to the Japanese mission responsible for their country or region of residence. Its visa page distinguishes a visa from landing permission. Check your actual passport, residence, itinerary and purpose; this guide does not establish a visa exemption or a special transit permission. A confirmed onward flight is not itself permission to enter Japan. Japan Foreign Ministry visa guidance.
Our suggested preparation: put the NRT arrival, HND departure, local dates, exact terminals and the onward airline's check-in and bag-drop instructions on one offline note. Ask the issuer what help the actual ticket provides if the first flight is late. For the ticket relationship itself, use the connection-responsibility guide; the matrix below is about this physical NRT-to-HND handoff.
Route risk matrix: compare confirmed help with unresolved exposure
Our suggested questions, not coverage decisions. The left comparison assumes the issuer has confirmed missed-connection help for the actual ticket. The right assumes no onward help has been established for separate tickets. Neither column grants Japan entry, a bus seat or baggage transport.
| NRT-to-HND handoff | Ticket help confirmed: still establish | Separate tickets, no onward help established: establish |
|---|---|---|
| Narita immigration and public exit | The same entry permission and arrival process remain. Ask who to contact if this process prevents reaching the onward flight. | Settle entry eligibility before relying on the journey. Ask the onward issuer what the fare allows if arrival processing breaks the plan. |
| Collect, carry and recheck bags | ANA says airport changes have no through-baggage service. Ask how to manage every bag and any assistance across the public ground journey. | Plan to carry the bags yourself and meet HND's bag-drop instructions. Do not assume an airport bus ticket includes airline baggage handling. |
| Reach a usable Narita-to-Haneda bus | Confirm whether ground transport is included or separately bought; obtain the actual ticket and terminal stops. Airline help is not a bus reservation. | Check the usable departure, ticket, wait and arrival terminal against the next flight's earlier deadlines, not just its take-off time. |
| Arrive at the correct Haneda terminal | Confirm where the onward airline accepts you and your bags, and what to do if the ground journey is late. | If the bus leaves you at another HND terminal, include the additional movement and new check-in. Ask the issuer about options before a deadline is missed. |

At Narita: collect the bags before leaving for Haneda
ANA's airport-change baggage answer says through-baggage service is unavailable when changing airports: pick up the bags at the arrival airport, transport them yourself and check them in at the onward departure airport. Its worked example runs Haneda to Narita; the general airport-change rule and the separate Narita-to-Haneda guide support this direction. Do not treat a final-destination bag tag as a plan for moving bags between these airports. ANA baggage guidance.
Buy the right ground journey, not a terminal shuttle
Airport Limousine lists the Narita-Haneda line with terminals 1, 2 and 3 at both airports. Read the Narita-departure direction and the stop columns for the departure you can actually use. The route's terminal list is not proof that every departure serves every stop. Its Narita-departure instructions say to buy a time-designated ticket and queue at the bus stop. Use your ticket and current instructions for the boarding point. Operator route and ticket instructions.
The operator says estimated arrival times can vary with road conditions. Add reaching the stop, waiting and the onward airport process to the decision. Narita Airport's connection page offers a route search for Haneda; it does not establish a safe connection allowance. No fare, last bus or universal safe buffer is promised here. Narita airport connection search.
If travelling with a wheelchair, ask before relying on this bus. The operator says a folding wheelchair may go in the luggage compartment, motorised chairs need an advance inquiry, and the regular bus is not a low-floor wheelchair-accessible bus. Our suggestion: confirm whether the traveller can board that vehicle and what help is actually available, rather than treating a stored chair as accessible boarding. Operator wheelchair notes.
At Haneda: reach the next airline, then complete departure
Check the onward flight's current terminal and acceptance instructions. Haneda's free shuttle guidance is for travel between its terminals; it is not the Narita-to-Haneda service. If another HND terminal is needed, follow the airport's current inter-terminal route rather than assuming the first bus stop is your final departure point. Haneda inter-terminal guidance.
Recheck bags as required and follow the domestic or international departure process for that flight. Our suggested final check is whether the airline has accepted you and your bags, not merely whether you have reached Haneda. If the plan no longer works, contact the issuer and onward airline before buying changes. For the separate question of who covers an original or replacement ground leg, use the airport-change ground-leg guide.

Quick questions
Can I remain airside from Narita to Haneda?
No. ANA’s Narita-to-Haneda guidance requires immigration, baggage collection and the public exit before travelling to Haneda. Establish Japan entry permission before relying on this route.
Will my bag move automatically between the airports?
ANA says through-baggage service is unavailable for a transfer between different airports. Collect it, carry it between airports and check it in again.
Does Haneda’s free terminal bus take me from Narita?
No. It is an inter-terminal service within Haneda. Arrange the separate airport-to-airport journey and check its ticket and stop.
