A domestic boarding pass is not Customs clearance for things bought abroad. If you are returning to India with new purchases and an onward flight, confirm where declaration and clearance happen for your actual journey. Complete the Customs process at that point rather than choosing the Green Channel because the next flight is domestic.

1. Before travelling: confirm where Customs clears your journey

Our practical suggestion: ask the airline and Customs where declaration and clearance take place for your actual booking before travel. Do not assume every international arrival clears at the first Indian airport. Air India lists an Easy Connect exception for eligible AI 11xx bookings with an international sector and a connection of four hours or less: declaration is at the overseas origin, while immigration, Customs clearance and bag collection are at the final Indian airport. Confirm the arrangement for your own ticket; an onward domestic boarding pass alone does not establish it. Air India: Easy Connect

2. Before arrival: list the purchases and keep receipts

Make a simple list of new purchases, quantities and prices, and keep the receipts accessible with your travel documents. Separate the question of what must be declared from the question of what duty is payable. A shop calling a purchase duty free does not decide its treatment on arrival in India.

CBIC's guide describes the Green Channel for passengers without dutiable or prohibited goods. If unsure about a purchase, ask Customs before choosing it. Follow the Red Channel or Customs-notified clearance area applicable to your declaration and journey, rather than guessing from a general allowance headline. CBIC: traveller guide

3. Before the Green Channel: prepare the right declaration

Source caveat: The official 2026 notification copies we read on IndiaBudget and the CBIC portal carry a "to be published in the Gazette" header. CBIC’s traveller guide says only notifications published in the Gazette have legal authority and the guide is not legally binding. Check the current Gazette-published text before relying on these provisions. The steps below explain the official copies we checked, not a verified Gazette-origin copy. The 2026 declaration regulations say arriving passengers carrying dutiable or prohibited goods must declare their accompanied baggage electronically in CBD-I, with supporting documents if any, before entering the Green Channel. They separately require a Currency Declaration Form where the foreign-exchange rules require one. Declaring purchases does not replace a required currency declaration. Customs: 2026 declaration regulations.

The regulations allow an electronic declaration three days before arrival and allow details of an accompanied-baggage declaration to be updated until the date and time of arrival. Enter the actual traveller, flight and goods information. Keep the submitted declaration or reference available; a flight booking or shopping receipt alone is not the declaration. Customs: 2026 declaration regulations. An advance declaration is counted from arrival under regulation 3(4), not advance clearance. Our practical suggestion: retain the submission/reference and check that it matches the actual trip.

4. Use the official ATITHI route and confirm submission

CBIC's guide identifies ATITHI 2.0 as its mobile and web passenger-facilitation platform. The CBIC app listing describes baggage, item and currency declarations and preparing declarations in advance after sign-up. Use the official guide and the CBIC-published listing rather than an agent site promising to remove a Customs obligation. CBIC: official ATITHI listing.

This article explains the declaration decision, not a tested screen-by-screen app tutorial. It does not promise that the service will work on every phone or that a saved draft has been submitted. Check the acknowledgement the official system gives you and keep the underlying receipts available for Customs.

5. At the Customs point: present the baggage for verification

Regulation 5 says a passenger who has made a declaration must present the baggage to the Customs officer at the Red Channel or Customs-notified area, as applicable, for verification including examination. Filing electronically is not permission to bypass that check or proof that goods are duty free. Customs: 2026 declaration regulations.

If you could not declare electronically, regulation 3(3) allows an Assistant or Deputy Commissioner to permit another manner of declaration on arrival. That is an official decision, not an automatic paper-form exemption. Explain the problem to Customs before passing through; an app error or a short connection is not a reason to conceal a purchase. Customs: 2026 declaration regulations.

6. At the confirmed clearance point: finish the process and keep records

Our practical suggestion: allow time for declaration, examination and any required duty process at the clearance point confirmed for your booking. For a standard arrival before a domestic departure, include this before the next check-in or bag-drop deadline. If the process threatens your connection, tell the airline the actual situation. No form submission guarantees priority, a duty amount or a protected connection. A special programme that clears at the final destination must follow its confirmed transfer route instead.

Regulation 9 requires keeping the declaration and supporting documents for five years from filing. Our practical suggestion: retain the final declaration and receipts after the trip, not only until the domestic gate. Source: 2026 regulations

Arrival-to-home-city checklist

  • Confirm the actual declaration, clearance and bag-collection airport before travel.
  • List new purchases and keep receipts, passport, flight and baggage details ready.
  • Submit the applicable CBD-I declaration before the Green Channel; check any separate currency declaration.
  • Present baggage at the applicable Red Channel or notified area and complete Customs instructions.
  • Follow the bag handoff, security and flight route confirmed for your booking; do not bypass Customs at the actual clearance point. Keep the onward flight’s actual deadlines in view.

Questions on this article

asked by readers, answered by us

Does a domestic connection remove the Customs declaration requirement?

No. Confirm where declaration and clearance happen for your actual booking and complete the Customs process there, following any verified special transfer arrangement.

Does submitting ATITHI mean Customs has cleared my purchases?

No. The regulations require presentation to Customs at the Red Channel or notified area for verification, as applicable.

What if I could not submit electronically?

Ask Customs before passing through. Regulation 3(3) permits an Assistant or Deputy Commissioner to allow another manner of declaration on arrival; it is not an automatic exemption.
