Short answer: yes, if it is a tourist or visit visa. When your Indian passport is renewed, the old passport is cancelled but the valid UAE visa inside it is not - UAE immigration accepts that visa as long as you present both passports together. There is no need to apply for a fresh visa or a transfer. The one condition set: the visa must still be valid, your name and details must be the same on both passports, and the old passport must have been cancelled by renewal, not reported lost. If you hold a UAE residence visa rather than a visit visa, the answer changes - read the residence section below before booking.
Why the visa survives the passport. A visa's validity and a passport's validity run on separate clocks. When India renews your passport, the old booklet comes back cancelled - usually with a corner cut or a stamp - but the visas inside remain the property of their issuing country, and the UAE treats a valid visa in a cancelled passport as usable when accompanied by the new passport. Keep the two booklets together - a rubber band around them is the classic method - and carry a printed copy of the visa page or the e-visa PDF as well.
Visit visa: the checklist. One, the visa's own validity dates must cover your travel dates. Two, your name, date of birth and nationality must read identically on both passports - if your name changed at renewal (after marriage, for instance), do not assume the old visa works; confirm with the visa issuer or your airline before booking. Three, the old passport must be the renewal-cancelled one, not one reported lost or stolen - a visa in a lost-then-found passport is a different problem. Four, since most UAE tourist visas are e-visas, print the visa PDF; the old passport may carry no physical sticker at all.
Residence visa: do not rely on the two-passport trick. If you live in the UAE and renewed your Indian passport, the rule and the practice both point one way: the residence permit data should be amended to your new passport number - through GDRFA for Dubai-issued permits or ICP for the other emirates. The UAE government portal requires residents to report personal-detail changes within a month, and while many residents have travelled on both passports without trouble, there are also reports of airline staff refusing boarding over an unamended permit. The amendment is a routine service; get it done before travel rather than argue it at the check-in desk.
Where it actually goes wrong: the Indian departure counter. Dubai immigration sees the two-passport combination every day and processes it without drama. The friction point is the airline check-in desk in India, where staff verify your documents against the destination's rules before issuing a boarding pass. A traveller holding two passports and a printed visa, who can say calmly 'the visa is valid, the passport was renewed, both are here,' boards. A traveller with an e-visa buried in email and no old passport in hand does not. Keep both passports in your cabin bag, not checked luggage, and reach the airport with time to spare.
Where TripKeeper fits in.
