The short answer
For a comfortable mid-range trip - decent 3-star hotels, a mix of carinderia and restaurant meals, Grab and the occasional private van, one paid activity most days - an Indian couple should budget roughly P3,500-6,000 per person per day (about Rs 5,000-9,000 at roughly Rs 1.4-1.5 per peso; check your card's live rate). For a week, that is about P25,000-42,000 each (Rs 35,000-63,000) before international flights. One-stop Delhi-Cebu return fares commonly start around Rs 35,000 per person when booked sensibly early. Below that, a backpacker couple can manage P1,500-2,500 a day each; above it, resort comfort runs P8,000-15,000+.
Hotels: the line that decides everything
Per night for two sharing: a dorm bed or fan room is P400-700 per person; a private 3-star double in Cebu City or Moalboal runs P1,500-3,000; Mactan beach resorts start around P5,000 and climb past P10,000. Staying in the city rather than on a Mactan beach is the single biggest saving available - most of what you came for is day-trip distance away. Two spike warnings: Sinulog weekend (third Sunday of January) and Holy Week sell out hotels months ahead and push rates sharply up. Book those dates far in advance or avoid them.
Food: cheap if you eat local
Carinderia (local canteen) meals keep two people fed for P300-500 a day each; mixing carinderias with mid-range restaurants runs P800-1,500; hotel dining and fine restaurants, P2,000-4,000. Cebu's famous lechon (roast pig) is a carinderia-priced meal, not a splurge. Vegetarians: see our dedicated guide - the Filipino default is meat-heavy, so a vegetarian couple should budget a little more restaurant time and a little less carinderia.
Transport: buses versus a private van
Ceres buses and jeepneys cost P150-400 per person per day and reach Moalboal, Badian and Oslob fine if you are patient. Grab within the city plus the odd shared transfer lands at P600-1,200. A private car or van with driver is P1,500-3,000 per day - worth it on your south-Cebu day (Kawasan plus Moalboal in one loop) and for anyone travelling with parents. Airport arrival: Grab to the city runs about P300-500.
Activities: the pleasant surprise
Cebu's headline experiences are its cheapest lines. The Moalboal sardine run - a world-class snorkel straight off the shore - costs under P300 all in (P100 environmental fee plus mask and fin rental). Kawasan Falls entry for the walk-in Level 1 visit is P200; full canyoneering is P1,500-1,800 with guide and gear. Pescador island hopping is P1,500-2,500 per boat, split four to six ways, plus a P50 park fee. Osmena Peak costs P30. The one premium item is the Oslob whale sharks: P500 to watch from the boat, P1,000 to snorkel, P1,500 to dive (foreigner rates) - go clear-eyed, since the sharks are fed to keep them in the bay and the ethics are debated.
A 7-day couple total, worked out
- Budget couple: P10,000-17,000 each for the week on the ground (Rs 14,000-25,000), plus flights.
- Mid-range couple: P25,000-42,000 each (Rs 35,000-63,000) - this is the honest number for the trip most Indian couples picture.
- Comfort couple: P55,000-100,000+ each (Rs 80,000-1.5 lakh) once beach resorts and private everything enter the picture.
Add international flights on top, and keep a buffer for the two spike weekends. The pattern to remember: in Cebu, sleep and transport decide your budget - the sea, the falls and the sardines are nearly free.
