Kyoto's budget surprise is that the temples are cheap and the beds are not. Hotel Bank's October 2026 OTA survey (N=7,666 business hotels) found Kyoto Prefecture's average business-hotel double at 21,942 yen a night, tax included - above even Tokyo's 21,058, and well above Osaka's 14,411. Kyoto is where the accommodation line eats the trip. Here is the full picture, per day for two.
Hotels: the line that hurts
That 21,942-yen average is for an ordinary business double; it does not include Kyoto's accommodation tax, which the city revised upward from March 1, 2026: per person per night, 200 yen under 6,000 yen room charge; 400 at 6,000-20,000; 1,000 at 20,000-50,000; 4,000 at 50,000-100,000; and 10,000 above 100,000. For a couple in a 20,000-yen room, that is 2,000 yen a night on top. Blossom and autumn weeks push ordinary rooms well past the average - book months ahead or travel in June, the survey's cheapest month nationally.
Transport: mercifully small
Kyoto is a bus city: 230 yen flat per adult ride (120 child) in the central zone. A couple doing four rides a day spends under 2,000 yen. Taxis bridge hills for 1,000-1,600 yen a hop on the association's official estimates. The one big transport cost is getting there: from Tokyo, the Nozomi shinkansen runs about 14,000-14,500 yen reserved per person; from Osaka, just 580 yen on the Special Rapid (see our Osaka to Kyoto guide).
Activities: the cheap part
Kyoto's headline sights are gentle on the wallet: Fushimi Inari free and open 24 hours, Kiyomizu-dera 400 yen, Kinkakuji 500 yen, most shrines free. A full sightseeing day rarely crosses 1,500 yen per person in admissions. What adds up is the extras: kimono rental, tea ceremonies, the Arashiyama bamboo grove's nearby gardens, and Nishiki Market grazing - budget 3,000-6,000 yen per person per day for food if you mix set lunches, market snacks and one good dinner. Vegetarians should see our Kansai vegetarian guide for what shojin ryori costs (it is a booked experience, not a cheap meal).
The daily totals
Mid-range reality for two: a 21,000-24,000-yen room plus tax, about 2,000 yen transport, 2,000-3,000 admissions and activities, 6,000-12,000 food - roughly 30,000 to 45,000 yen a day, versus 25,000-38,000 in Osaka. Over three nights the gap between basing in Kyoto versus day-tripping from Osaka is roughly 20,000 yen - the core math of our Osaka vs Kyoto comparison.
