Short version: Busan is the best-value big city in Korea for a couple. Its hotels average below Seoul's for the same rating, a sit-down local meal runs 7,000-12,000 won, and the best free sights (beaches, Gamcheon, temples) cost nothing. Here are the 2026 numbers, source by source, so you can build your own total - plus a sample 4-night budget at the end. A quick rule of thumb for converting: about Rs 70 per 1,000 won (Wise mid-market rate; check again when you book).
Hotels: the area decides the price
HotelPing's February 2026 analysis of all 867 registered Busan hotels puts the citywide average at 76,000 won a night - and notes the same-rated room costs 20,000-30,000 won less than in Seoul. By area: Seomyeon averages about 58,000 won (the transport hub, best value), Nampo/Jungang about 74,000 (near Jagalchi and BIFF Square), Gwangalli about 83,000 (beach views without the Haeundae premium), Haeundae about 94,000, and resort-style Gijang about 107,000. Almost half the city's hotels (46.8%) price under 50,000 won, and 82.5% under 100,000. The couple's play: stay in Seomyeon or Gwangalli and metro to Haeundae for the day - you save 20,000-35,000 won a night and lose nothing but the view from your window.
Food: genuinely cheap if you eat local
The official Korea Consumer Agency regional price table (consumer.go.kr) gives Busan: bibimbap 9,686 won, kimchi stew set meal 8,429, kalguksu noodle soup 8,071, jajangmyeon 7,000, naengmyeon cold noodles 12,000, gimbap rolls 3,543 - and each of those is cheaper than Seoul's figure in the same table (Seoul bibimbap 11,769). Pork-and-rice soup (dwaeji gukbap), Busan's signature, sits in the same under-10,000-won band at local shops. Budget 30,000-40,000 won per person per day eating local with one cafe stop; Jagalchi market seafood dinners are the splurge, not the norm.
Transport and activities
The metro costs 1,600 won a ride with a transit card (Busan Transportation Corporation's adult section-1 fare; paper tickets 1,700). A couple using the metro six times a day spends under 20,000 won daily. The airport-to-Haeundae taxi runs about 25,000 won - the Gimhae transfer guide has all four options. On activities: Gamcheon Culture Village, the beaches, Haedong Yonggungsa and the markets are free. The headline paid sight, the Haeundae Sky Capsule, is 50,000 won per two-person capsule one way, and the Beach Train two-ride pass is 14,000 won per person (fares revised May 1, 2026) - our 3-day Busan itinerary has the booking timing that gets you sunset slots.
A sample 4-night couple budget
Mid-range comfort, eating local: Seomyeon hotel 4 nights ~232,000 won; food 2 x 35,000 x 4 = 280,000; metro and two taxi rides ~100,000; sky capsule plus beach train ~78,000; buffer ~60,000. Total roughly 750,000 won for two - about Rs 52,000 at the rate above - before flights. Coming via Seoul? The Seoul to Busan guide prices the KTX at 54,400 won a seat after the September 2026 merger.
